May 02, Kathmandu - President Ram Chandra Poudel has issued three important ordinances today on the recommendation of the Council of Ministers in accordance with Article 114 (1) of the Constitution of Nepal. These ordinances have been brought through the President to make legal provisions that the government deems necessary immediately when the session of Parliament is not in session.
According to the Office of the President, the ordinances issued include the Ordinance to Amend Some Nepal Acts Relating to the Health Sciences Academy, 2083, the Special Provisions Ordinance Relating to the Removal of Public Officials, 2083, and the Ordinance to Amend Some Nepal Acts Relating to Universities, 2083.
Among these ordinances, the Ordinance on Health and Universities aims to address the legal complexities in the higher education and health services sectors. In particular, the Ordinance on Special Provisions Ordinance Relating to the Removal of Public Officials is expected to further systematize the accountability and responsibility of persons holding public office.
These ordinances issued in accordance with the Constitution will now be recognized as acts with immediate effect. However, according to the constitutional provisions, these ordinances must be approved by both houses of the federal parliament within 60 days of the next meeting. Although the government appears to have taken these steps to bring about reforms in the administrative and educational sectors, there has been talk in political circles that the ordinance was brought by circumventing parliament.
