SC Seeks Public Input on Civil Service Bill Draft, Calls for Recommendations from Lower Courts

Apr 30, Kathmandu - The Supreme Court has solicited opinions and suggestions from subordinate courts regarding the draft Civil Service Bill, 2083. The court has issued a directive requesting feedback by 5 PM on Friday, Baishakh 18.

The request follows an earlier communication from the Ministry of Federal Affairs and General Administration, which drafted the bill to establish and regulate the Federal Civil Service. The Supreme Court has formed a committee, chaired by Registrar Shri Lal Poudel, to deliberate on the bill's provisions. This committee was established in accordance with an administrative decision made on Baishakh 15.

According to Registrar Poudel, the committee has circulated the request to all high courts, benches, administrative courts, tribunals, special courts, labor courts, the Decision Implementation Directorate, district courts, consumer courts, and juvenile courts. "We will review all suggestions received and prepare our stance accordingly before submitting it to the Supreme Court," Poudel stated.

He added that the committee aims to gather opinions by tomorrow evening and will hold a discussion after the office opens on Monday to finalize a draft, which will then be submitted to the Supreme Court. Following a detailed review, the committee will send a conclusive recommendation to the court.

A letter has been sent on Baisakh 16 from the name of Bigyan Singh Bista, the member secretary of the committee. The subordinate bodies have been asked to provide their opinions and suggestions along with the clauses of the bill.
